[Requirement] You can activate when a monster your opponent controls declares an attack on a face-up monster (Level 8 or higher/Aqua-Type) you control.
[Effect] The attacking monster loses 600 ATK until the end of the turn. If your opponent controls a face-up monster (Spellcaster-Type), you can choose 1 face-up monster your opponent controls, it loses 1 Million ATK until the end of the turn.

Notes:

水の泡 refers to froth/foam in water, which is ephemeral, and is a metaphor for something that ultimately doesn’t matter.

崩壊のバブル refers to the bursting of the Japanese Bubble Economy which saw million upon millions of Yen vanish basically overnight. Hence losing 1 Million ATK.
