[EFFECT] Choose 1 face-up Level 3~8 Effect Monster your opponent controls and decrease its Level by 2 until the end of the turn, then, you can choose 1 Level 8 monster with 2400 ATK and 1000 DEF in your GY and add it to the hand.

Note: This card is based on “Samsara Kaiser” (Kaiser Sacrifice in Japan). We’re sticking with Tribute here, to avoid doing more work than necessary with the name. But in my opinion, a likely localization would use a word similar to Samsara.
